This commercial item description covers synthetic hairbrushes that are designed to be easily held in the hand to brush the hair without injuring or damaging the hair scalp.
Salient characteristics:
The brush shall be one solid moulded piece of plastic that is commercially used by manufacturers in the production of this item.
The filament material for the tufts shall be the manufacturer’s commercial polyamide filament that is suitable for hairbrush tufts. The ends of the filaments shall be finished in the regular commercial manner to avoid any sharp points and rough edges.
Tufts shall be securely anchored in the block by a corrosion resistant, steel staple driven across midpoint of each filament into the bottom of each hole placed in the block. The tufts shall not dislodge from the block when the filaments of the tufts are subjected to an outward force of 5+.5 pounds applied perpendicularly to the block.
The face of the block at the brush end shall have at least 68 tuft holes symmetrically distributed at least 5 staggered rows. The average number of filament ends per tuft shall be at least 12, with a minimum of 10 per any single tuft; the tufts shall solidly fill each hole.
The rows of tufts shall gradually flare from the center to the nearest side and the nearest end of the block.
The filaments shall range in length out of the block from 1.2 to 1-1/8 inches, with at least 98 percent of the filaments exceeding 7/8 inches in length.
Workmanship. Brushes shall be clean and free from defects that may affect serviceability, durability or appearance. Exposed surfaces of the block shall be smooth and without any sharp edges.
Certification. The contractor shall certify the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The packaging and packing shall be in accordance with normal commercial practice and shall assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Marking shall be as specified in the contract or order.
